Vision 2030

Ukraine’s Dairy Sector in 2030 is an attractive segment of the functioning market economy in Ukraine. The Sector fully complies with sector-specific EU standards, its market for milk and dairy products organized as in EU Member States. 

Food safety and traceability regulations are fully harmonized with EU standards. Food business operators ensure compliance with animal identification, registration, health and welfare rules, and with specific hygiene requirements for feed and food of animal origin. The milk processing establishments receive 100 % deliveries of EU-compliant raw milk. The animal health status of milk production holdings is accessible in a dedicated digital database.

The Sector is characterized by the effective implementation of advanced information technologies and products as well as by targeted and effective communication information exchange between food business operators along the value chain and with the state authorities. Official controls of quality and safety of dairy products are risk-based and equivalent to the ones in the EU.   

The actors along the value chain have the tools and knowledge to implement the veterinarian, animal welfare, feed- and food-safety, traceability, and ecological and sustainability requirements.  

The legal and institutional framework is in place, enabling the functioning of producer organisations and the dairy interbranch organisation at national and regional level.

The dairy interbranch organization provides for strong self-governance in the value chain, ensuring common decision-making, sharing responsibilities and risks, and developing joint strategy. It hosts a platform for policy dialogue with government, public authorities, and international organisations. The platform also promotes technological development in the sector and popularises Ukrainian dairy products. The dairy interbranch organization streamlines the supply chain by fostering collaboration, communication and sharing knowledge among milk production holdings, milk processing establishments, retailers, and consumer organizations.

A digital system enables real-time data exchange on milk quality, safety standards, and market trends, ensuring transparency and traceability.
Domestic consumers benefit from access to affordable, high-quality dairy products they trust.  

In 2030, the Sector actively implements sustainable practices of environmentally responsible production, including wastewater treatment at milk production holdings and milk processing establishments, reduction of the carbon footprint, and modern processing of animal by-products not intended for human consumption. The Sector follows its adopted energy-saving technologies and circular economy principles to minimize environmental impact. 

Ukraine’s Dairy Sector sees its position as a cost-competitive supplier on the global stage strengthened, delivering value to domestic and international markets while contributing to the nation’s broader economic recovery and integration into the EU.
