Ukrainian State Farm Support Fund Appointed to Perform the Functions of the Paying Agency

Ukraine has officially designated the Paying Agency, which will in the future administer state agricultural support in accordance with the rules of the European Union’s Common Agricultural Policy (CAP). As of 1 July 2026, the decision of the Cabinet of Ministers of Ukraine to designate the Paying Agency entered into force. The Agency is a key element of the system for administering state support programmes in line with European Union standards.

Pursuant to the Cabinet of Ministers of Ukraine Resolution No. 1526-r of 31 December 2025, the functions of the Paying Agency have been assigned to the Ukrainian State Farm Support Fund, which will operate as a budget-funded public institution. The Ministry of Economy, Environment and Agriculture of Ukraine has approved a new version of the Fund’s Charter, expanding its mandate. In addition, the Fund has been formally designated to perform the functions of the Paying Agency.

The Ministry is currently finalising the regulatory framework required for the full-scale launch of the Paying Agency in accordance with European Union requirements. The new regulations will establish the mechanisms for administering support programmes, financial control, accounting, internal audit, risk management, information security, fraud prevention, and cooperation with other public authorities. The adoption of these documents will be a key milestone in preparing the Paying Agency for accreditation by the European Commission.

“The designation of the Paying Agency marks the beginning of the practical phase of implementing the European model of agricultural state support in Ukraine. The next steps include completing the regulatory and institutional framework, establishing the necessary procedures, and obtaining accreditation from the European Commission. This will confirm that the Ukrainian Paying Agency complies with EU requirements and will enable it to fully administer support programmes in accordance with the standards of the Common Agricultural Policy,” said Denys Bashlyk, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

A Paying Agency is a budget-funded public institution responsible for administering, monitoring, and making payments under agricultural support programmes in accordance with the legislation of Ukraine and the requirements of the European Union. Its establishment and operation are essential prerequisites for Ukraine’s integration into EU agricultural support mechanisms and for gaining access to the financial instruments of the Common Agricultural Policy (CAP).
