The Cabinet of Ministers of Ukraine has approved the National Program for the Adaptation of Ukrainian Legislation to the EU Law (the EU acquis).
The Program is one of the main elements of the EU accession process. It contains a complete list of EU law acts that have not yet been implemented into Ukrainian legislation and for which the European Commission has issued relevant recommendations. The Program provides the institutional and legal basis for the systematic implementation of reforms and the full harmonisation of Ukrainian legislation with EU law.
The document is based on screening reports and benchmarks (conditions) defined by the EU, structured according to negotiation Clusters and chapters. An important component of the Program is the Roadmaps on the rule of law, public administration reform and the functioning of democratic institutions, as well as the Action Plan for the protection of the rights of persons belonging to national minorities (communities) of Ukraine.
“The approval of the National Program is a transition to a new stage of negotiations on accession to the European Union and further systematic implementation of the EU acquis (EU law). We have before us a single, systematic plan for adapting legislation that covers all areas and clearly defines priorities, deadlines and tasks. It is a program for the successful completion of negotiations with the EU,” emphasised Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Taras Kachka.
Thus, the document includes 1,875 tasks to implement more than 1,600 acts of European Union law. All measures are combined into a document of more than 1,000 pages. The program determines which acts of EU law should be implemented, establishes clear deadlines for their implementation and responsible executors.
Ukraine’s goal is to fully complete the adaptation of national legislation to EU law in 2027, taking into account possible transitional periods.
The monitoring and evaluation of the Program’s implementation will be carried out through the information system “Pulse of Accession”, which will ensure transparency, regular progress monitoring, and effective coordination among all involved bodies.
The Program will be regularly updated, taking into account the progress of the negotiation and the European Commission’s assessments. The Government Office will coordinate and monitor the implementation of the Coordination of European and Euro-Atlantic Integration.
