
At the end of September, bilateral #screening meetings on #EU membership negotiations with #Ukraine came to an end, and this week we have already seen many positive posts regarding feedback from the EU, but in reality, there is still a lot of work to be done.
Our EU Integration Committee of Ukrainian Dairy and participants in the specialists of the #Roadmap for the Integration of the #Dairy Sector into the EU also took part in consultations with Ukrainian experts from the official negotiating team, so the progress on chapters 11 and 12 is very encouraging and inspires us to continue our work, which the government and business still have a lot to do (especially on Chapter 11, Agriculture and rural development, which requires structural changes).
According to the European Commission’s Ukraine 2025 Report, Ukraine demonstrates critical advancements in Cluster 5: Resources, agriculture and cohesion, particularly concerning #agriculture and food #safety — #key areas for the EU accession negotiations.
Chapter 11: #Agriculture and #rural development
Ukraine is currently assessed as being between an early stage and having some level of preparation in this field, having achieved good progress during the reporting period.
- The strategy for agriculture and rural development up to 2030, alongside an updated operational plan for 2025-2027, was adopted.
- Implementing legislation on the State Agrarian Register was adopted, making registration mandatory starting 2025 to access any form of state agricultural support.
- Implementation of the Farm Sustainability Data Network (FSDN) is being piloted, aligning with the EU acquis.
- The Land Bank was launched as a transparent rental marketplace for state-owned agricultural land.
- IThe long-term plan for irrigation development until 2050 was adopted in March 2025, initiating pilot projects in regions.
Chapter 12: Food #safety, #veterinary and phytosanitary policy
Ukraine is moderately prepared in this domain and achieved some progress.
- A framework law on plant health and plant protection was adopted, although it is scheduled to enter into force in January 2028.
- The use of the EU’s trade control and expert system (#TRACES) was expanded, becoming operational countrywide and covering 24 commodities.
- Over 73,500 e-phyto certificates have been officially transmitted since February 2025, with more than 58,000 sent to the EU.
- EU-registered feed additives are now accepted without the need for national registration.
- The list of notifiable animal diseases has been updated, contributing to alignment with EU disease categorization.
