In 2024, the Ukrainian dairy sector community initiated the development of a Roadmap for EU integration. The initiative to draw up this document represents a significant step towards further economic growth and the competitiveness of Ukrainian products. The Roadmap is not merely a formality in the negotiation process, but an essential tool for the sustainable development of the dairy sector.
This document is being developed by the European Integration Committee of the Union of Dairy Enterprises of Ukraine (SMPU) in partnership with the Association of Milk Producers of Ukraine (AVM) with the support of:
• Switzerland within the framework of the Swiss-Ukrainian Programme “Higher Value Added Trade from the Organic and Dairy Sectors in Ukraine” (QFTP) implemented by the Research Institute of Organic Agriculture (FiBL, Switzerland) in partnership with SAFOSO AG (Switzerland);
• Embassy of the Kingdom of the Netherlands in Ukraine.
The Committee on European Integration is coordinating the process of developing the Roadmap. It was established in 2024 and serves as a platform bringing together stakeholders in Ukraine’s dairy sector to work collectively towards deepening integration with the EU market. Its primary objective is to strengthen the position of Ukrainian dairy enterprises and mitigate risks for them during Ukraine’s European integration process.
The methodology and overall coordination of the Roadmap’s development are provided by the consulting cmpany Prospex International, whose managing director, Mark Gramberger, is also involved in strategic management and moderation to ensure the interaction and engagement of all stakeholders. Mark Gramberger already has experience in developing a roadmap for the implementation of the Raw Milk Control Programme in Ukraine.
The process of developing the Roadmap comprises seven stages, as illustrated below.

Eleven working groups have been established to work on the development of the Roadmap, covering the following areas: food products, animal feed, traceability, farm animals, animal by-products, environmental sustainability – primary production, environmental sustainability – processing, contractual relationships and declarations by first buyers, rules for interbranch organisations, marketing standards, and trade mechanisms.
The final version of the Roadmap will be presented in the first half of 2026.
